Why does my Wiimote not have an onscreen pointer?

I got a new Wiimote and was able to sync it to my Wii. However, there is no on-screen pointer. All of the buttons work on this new one and my old Wiimotes work perfectly. What's wrong with it?

I got this one off eBay and it says that it is region free.
The good news is that it works perfectly in my Guitar Hero World Tour controller on Rock Band; so unless I figure out what's going on, I will use it exclusively like that.

Try resyncing it just to be safe. If that doesn’t work, the sensor may be bad?

The pointer is handled by 2 things: the Sensor Bar and the IR camera in the end of the Wii Remote. If this remote has no cursor, but another does when you use them from the same location, then the Sensor Bar is fine, and you bought a broken Wiimote.
